KAIST Undergraduate Dormitory Council Rules
Article 1 General Rules
Section 1 (Name) – This council shall be named as KAIST Undergraduate Dormitory Council, hereinafter called The Council.
Section 2 (Purpose) – The Council shall serve all students living in the dormitory for their welfare and convenience. The Council shall act as a representative organization to reflect students’ demands and understanding.
Section 3 (Location) – The Council shall be located within the main campus of KAIST.
Section 4 (membership) – The members of The Council shall be constituted of the President of The Council, the Vice President of The Council, the Secretary, and the Head Proctor from each dormitory.

Section 1 (Name) – This council shall be named as KAIST Undergraduate Dormitory Council, hereinafter called The Council.

Section 5 (Rights and Responsibilities of a Member)
① The member of The Council must attend the Dormitory Council Regular AutonomousCommittee, hereinafter referred to as AutonomousCommittee.
② The member of The Council shall have the right to speak and the right to vote in the AutonomousCommittee.
③ The member of The Council must obey the rules of the constitution.
Article 2 AutonomousCommittee
Section 6 (Composition and Role)
① AutonomousCommittee is a plenary session which exists for discussion & decision-making and service & execution.
② AutonomousCommittee shall be composed of the members of The Council.
③ AutonomousCommittee shall promote general convenience of the students, discuss on various matters pertaining to the dormitory, and decide on suggestions and demands to be presented to the institute.
④ Amendments on the Constitution may be raised during the AutonomousCommittee.
⑤ The role and responsibility of the plenary session shall be determinedduring the AutonomousCommittee.
Section 7 (Session)① AutonomousCommittee shall be opened by the demand of the President of the Council.
② The time and date of the regular Committee shall be adjusted at the convenience of the members of the Council. However, members shall meet more than once in a month.
③ The temporary Committee may be opened by the President of the Council or by the demands from one-thirds of total members.
Section 8 (Resolution) - Resolution shall only be made if a majority of members are present in the Committee and the majority of the attendee approves.Article 3 – President and the Vice President of the Council
Section 9 (Position and Responsibilities)
① The President of the Undergraduate Dormitory Council, hereinafter called the President, represents The Council, and shall act as the chairman of the AutonomousCommittee.
② The President may open the AutonomousCommittee
③ The President shall be accountable for all activities resolved during the AutonomousCommittee, and shall represent the students to publicly discuss on their opinions and understanding.
④ The Vice President of the Undergraduate Dormitory Council, hereinafter called the Vice President, shall support the President. In case of the removal of the President from office, or of his death, resignation, or inability to discharge the powers and duties of the said office, the same shall devolve on the Vice President.
Section 10 (Election)① The President shall be elected during the regular Committee held in November by the votes of the members of the Council.
② The Candidate may run for the election once he is recommended or he recommends himself. The President shall be elected only after there was two-thirds of the members present in the regular Committee and the majority of the members elects him as the President.
Section 11 (Duration and Compensation)① The duration of the office of the President and the Vice President shall be from the first day of the Winter Semester of the elected year to the last day of the Fall Semester of the next calendar year.
② The President and the Vice President may be reelected for the office for once.
③ The President and the Vice President shall receive the compensation for their works equivalent to the amount of the dormitory fee during their times in the office.
④ The President and the Vice President shall be awarded with the hours of volunteer during their times in the office.
Article 4 – Proctors
Section 12 (Position and Responsibilities)
① The Proctors shall be composed of 11 representatives from each undergraduate dormitories (Sarang Hall, Somang Hall, Jilli Hall, Silloe Hall, Jihye Hall, 2 from Areum Hall, Mir Hall, Narae Hall, Heemang Hall, and Dasom Hall).
② The Proctors shall be members of the Council and the constituents of the AutonomousCommittee.
③ The Proctors shall attend the AutonomousCommittee opened by the President.
④ The Proctors shall be responsible for gathering of opinions, managing facilities and equipment, and participating occasions hosted by the Council.
⑤ The Proctors shall perform the miscellaneous tasks assigned to them.
Section 13 (Election)① The Proctor shall be elected by the public recruitment during the first week of the seasonal semesters (summer or winter).
② The candidate for the Proctor shall only represent the current dormitory he resides.
③ The candidate must submit the hand-written recommendations at least from the 20 residents of the same dormitory as his.
④ The Proctors shall be elected after the document judgment and the interview.
⑤ The judgement in the election of the proctors shall be performed by the President, the Vice President, and the Secretary.
Section 14 (Duration and the Compensation)① The duration of the office of Proctors shall be from the beginning of the elected seasonal semester (summer or winter) till the last day of the subsequent regular semester (spring or fall).
② The Proctors shall receive the compensation for their works equivalent to the amount of the dormitory fee during their times in the office.
③ The Proctors shall be awarded with the hours of volunteer during their times in the office.
Article 5 (Penalties)
Section 15 (Impeachment)
① The President, the Vice President, and the Secretary shall be removed from office on impeachment for, and conviction of, actions against the purpose of the Council and misdemeanors.
② The impeachment of the President, the Vice President, and the Secretaryshall be resolved during the AutonomousCommittee.
③ The impeachment shall be resolved by the motion to impeach by more than one-thirds of members, attendance of more than two-thirds of members during the AutonomousCommittee, and the approval from more than two-thirds of the attendees of the AutonomousCommittee.
Section 16 (Penalties and Removal of the Proctors)① Proctors shall be subject to penalties and removal from the office on actions against the purpose of the Council and misdemeanors.
② The President shall propose the school office to suspend the compensation for the proctors who have not fulfill their duties.
③ The removal of Proctors shall be resolved by the motion to remove by the President or more than one-thirds of members, attendance of more than one-half of members during the AutonomousCommittee, and the approval of more than one-half of the attendees of the AutonomousCommittee.
Section 17 (Temporary Committee)① In case of the absence of the President, the Vice President shall form the Temporary Committee and perform as the acting President.
② If both the President and the Vice President are absent, then Proctors shall form the Temporary Committee and fulfill their duties.
③ If any Proctor is removed from the office, a new Proctor shall be reelected after the public recruitment.
Article 6 – The Constitution
Section 18 (Amendment of the Constitution)
① The Constitution shall be amended during the Autonomous Committee by the motion by the President or more than one-thirds of members, attendance of more than two-thirds of members, and the approval of more than two-thirds of the attendees of the Autonomous Committee.
Section 19 (Application)① The President must publicize the amended constitution within three days of the resolution.
② The Amended constitution shall be in effect three days after the publication.
